The resumption of insanitary property is another new and heavy branch of work upon which I am engaged with reference to the negotiations with the owners and the assessment of compensation; this promises to be a continuous addition to the work of my Department.
10. Recent standing orders have been made requiring me to prepare and attest the security bonds of all Officers, to sit on the annual board for scrutinising such securities, and to revise all byelaws and regulations prepared by the Sanitary Board before they are submitted to the Government.
11. In giving instances of the manner in which the work is increasing, I have omitted all reference to the Land Court cases in respect of which I have recently submitted a separate application for special remuneration.
12. The privilege of private practice is compensated by the deprivation of all pension rights, and is further largely discounted by the fact that it is impossible for me to take any leave unless I provide a fully qualified substitute at my own expense, whereas in every other Government Department, so far as I am aware, an Officer going on leave is always able to obtain the services of another Officer without any expense to himself.
13. I submit that it is obvious that the present rate of salary, which works out at £630 a year, is not sufficient remuneration for work which not only takes up the greater proportion of my time but requires me to pay for the services of qualified Solicitors to assist me.
14. I also beg to remind you that by the new Rules of the Supreme Court, which came into operation on the 1st.
